Jammu, June 29 | Without caring for the decision of selection committee which declared all the three candidates as “not suitable for the post” including the most favorite contractual employee of the Vice-Chancellor Dr. Manoj Dhar, the VC applied all the unreasonable methods out of the way to oblige and accommodate the contractual employee, which is a mystery and needs to be unfolded by a high-level probe by the government.
This was stated by Jammu Youth Forum State President Ajaz Khan in a press conference and said that the sources in the University informed that as per the order issued by Registrar JU No: Estab/07/6/89-95 Dated 26-7-2007 Irfan Ahmed Goni S/O Mushtaq Ahmed Goni R/O House No: 301 Mohalla Dalpatian, Jammu was engaged initially for 89 days on the consolidated amount of Rs. 8000/- per month and surprisingly there was no mention of job in the order on which he was to work.
He told that numerous other consolidated employees were engaged by the university at the rate of Rs. 4000 per month which was a uniform rate for the initial engagement of consolidated employees in the university. Goni appears to have been given special treatment by the university authority from time to time out of the way which led to his designations elevation as well as enhancement of consolidated amount from Rs.8000 to Rs. 25000/- gradually.
They added that VC JU cleverly manipulated to clear decks to absorb him on the post of Officer Offsite Campuses Development without proper recruitment under rules even as Goni refused to join the job of clerk after his regularization as contractual employees like others in the year 2016.
He further informed the media persons that during the year 2017, the post of Officer Offsite Campuses Development was advertised by the university, but Irfan Goni brought stay from the Court, thus crumbling the whole process of regular appointment of a well-qualified and competent candidate, sources told, adding that soon after Prof Manoj Dhar was appointed as VC Jammu, Goni at the instance of incumbent VC took his case back from the court on the temptation of enhancing his remuneration upward from Rs. 10000 to Rs. 25000 per month which the order issued by Registrar reveals, sources rued.
Criticizing the act of favoritism and nepotism adopted by VC Prof Manoj Dhar in this specific case of disobedience and insubordination shown by Goni, first by not complying with his regularization order and then proceeding to the court against the advertised post of Officer Offsite Campuses Development which he is illegally occupying on a contractual basis, sources castigated the VC for his inability to assert his authority as Head of the Institution to take stern disciplinary action against Goni, who is flouting the university order and making the former to dance to his tune.
He disclosed that Prof Manoj Dhar instead of snubbing such an unfaithful contractual employee, the latter went ahead to oblige his blue-eyed contractual employee by enhancing his contractual wages from Rs. 10000 to Rs. 25000 thousand on the recommendation of a puppet committee, as per order No. Estab./19/3448-55. Dated 11-06-19 of the university, he bemoaned.
Flaying the arrogant attitude of Vice-Chancellor, he said that without taking the case of Goni for enhancement of his wages three-time higher to the statutory body like Syndicate or University Council, Prof Manoj Dhar simply banked upon the recommendation of dummy committee of selective members from campus to enhance his wages from Rs. 10000 to Rs. 25000, which has no financial backup and authority to recommend either.
He adds that there is a general trend in the University going unabated for years to make local committees even in matters of paramount importance and high financial concerns just to cover the wrongs and oblige favorites.
He told that in October 2019, the interview of three candidates was held after shortlisting the applicants with the tacit attention of accommodating Goni on the post of Officer Offsite Campus Development. During the interview, all the three candidates were found unfit for this post by the expert and none of the candidates was selected for the above-said post, he told, adding that despite finding unfit and rejection of Goni along with other two candidates for the said post, Goni was allowed to continue working as a contractual employee on the already favored consolidated amount on unauthorizedly enhanced Rs 25000 per months instead of terminating him from a contractual job which manifests the criminal propensity of the VC JU to help the contractual employee by misusing his official position, who was outrightly rejected and found unfit for the said job by the selection committee.
He fervently appealed the Lt Governor, who is also Chancellor of Jammu University to kindly take notice of the matter and order a thorough probe by CBI in the whole gamut of illegal induction of Goni on contractual basis on the enhanced monthly wages of Rs. 25000 without any financial concurrence of the competent authority.
